Pakistan and Syria reaffirm ties and seek expanded cooperation
Damascus proposes Joint Business Council; both sides agree to expand trade, investment and defence ties
On 21 August, Dawn and The Express Tribune reported that Prime Minister Shehbaz Sharif and Syrian Foreign Minister Asaad Hassan al-Shaibani reaffirmed Pakistan’s support for Syria’s sovereignty, unity and territorial integrity and agreed to strengthen bilateral cooperation. During his first visit to Pakistan by a Syrian foreign minister since 2007, al-Shaibani also met Foreign Minister Ishaq Dar and discussed regional developments, including Palestine, the Golan Heights, Afghanistan, and the Middle East. Pakistan reiterated support for Syria’s position on the Golan Heights and condemned recent Israeli strikes on a Syrian airbase.
The two sides also sought to expand economic and people-to-people ties across trade, investment, defence, education, agriculture, and human resource development. Pakistan proposed reviving the Joint Ministerial Commission and business exchanges, while Syria proposed establishing a Pakistan-Syria Joint Business Council and holding a joint investment forum in Damascus. Syria identified housing, energy, transportation, seaports, agriculture, and industry as potential sectors for cooperation. Prime Minister Shehbaz also highlighted the importance of resuming direct flights between the two countries and invited Syrian President Ahmed al-Sharaa to visit Pakistan.
The visit marked an important step in rebuilding relations following Syria’s political transition after the overthrow of Bashar al-Assad in 2024. Al-Shaibani thanked Pakistan for its consistent support and expressed Syria’s interest in revitalising bilateral engagement by expanding areas of cooperation. The two sides also reaffirmed their commitment to regional peace and stability, with Syria welcoming Pakistan’s diplomatic role in the US-Iran conflict and its broader regional engagement. Parliament passes Defence Forces of Pakistan Act?
Opposition walks out as government also amends nuclear command structure despite PPP criticism
On 20 August, Dawn and The Express Tribune reported that the National Assembly and Senate passed the Defence Forces of Pakistan Act, 2026, and amendments to the National Command Authority Act, 2010, implementing changes introduced under the 27th Constitutional Amendment. The legislation establishes the Defence Forces Headquarters and gives the Chief of Defence Forces (CDF) operational command and control of the armed forces, while updating the nuclear command structure. The opposition, led by Pakistan Tehreek-e-Insaf (PTI) lawmakers, boycotted the vote and walked out, objecting to the bills being introduced through a supplementary agenda without sufficient time for review and debate.
Pakistan Peoples’ Party (PPP) Chairman Bilawal Bhutto-Zardari criticised the government for failing to consult coalition partners before presenting the legislation, although PPP lawmakers ultimately voted in favour. Bilawal said he supported the bills but questioned why their passage had been made controversial. The legislation formalises the CDF position, concurrently held by Field Marshal Asim Munir, following the abolition of the Chairman Joint Chiefs of Staff Committee. Foreign Minister and Brazil’s FM discuss Islamabad’s US-Iran mediation efforts
On 20 August, The Express Tribune reported that Foreign Minister Ishaq Dar discussed Islamabad’s mediation efforts in the US-Iran conflict with Brazil’s Foreign Minister Mauro Vieira on a phone call. The Foreign Office stated that the two ministers underscored the importance of maintaining high-level contacts and close coordination at the United Nations and other forums, reaffirmed their support for multilateralism and dialogue, exchanged views on regional and international developments, and invited each other to visit their respective countries. Minister Dar reportedly stressed the importance of dialogue and diplomacy for global peace and security, praised Brazil’s role in advancing South-South cooperation, and noted its commitment to international peace and stability. Minister Vieira reportedly commended Pakistan’s “constructive role” in mediation efforts between the US and Iran and congratulated Pakistan on the Makkah Joint Defence Agreement. Six Pakistani sailors injured in Houthi attack return safely
On 20 August, Dawn reported that six sailors from Pakistan, injured in a Houthi attack on a Tanzania-flagged commercial vessel in the Red Sea on 11 August, had safely returned to Pakistan. Deputy Prime Minister and Foreign Minister Ishaq Dar said the mortal remains of two sailors from Pakistan who were killed in the attack had also been repatriated. Dar appreciated the efforts of Pakistan’s Consulate General in Jeddah, the Embassy in Riyadh, the Federal Investigation Agency, and Saudi Arabia’s Foreign Ministry for facilitating the sailors’ return, medical assistance, and repatriation arrangements in the absence of a Pakistani diplomatic mission in Yemen. He reiterated Pakistan’s condemnation of the attack and stressed that the safety and security of seafarers must be ensured. International Finance Corporation and Bank Alfalah sign USD 100 million financing deal
On 21 August, Dawn reported that the International Finance Corporation (IFC) and Bank Alfalah signed a USD 100 million financing agreement under the Diversified Payment Rights (DPR) Programme, marking the first such transaction in Pakistan. The agreement was signed in Islamabad in the presence of Finance Minister Muhammad Aurangzeb. According to the Ministry of Finance, the initial transaction anticipates up to USD 100 million in financing through the DPR structure, with potential for further financing and participation by international institutional and private investors depending on market conditions and the performance of the initial programme. The mechanism is reportedly designed to help mobilise long-term foreign-currency financing against eligible future foreign-currency payment flows, diversify Pakistan’s external financing sources and improve access to international capital. Aurangzeb added that the transaction represented an important first step toward developing market-based financing structures. On the other hand, IFC also stated that the structure could provide an avenue for long-term international financing and support the development of Pakistan’s capital markets; Bank Alfalah added that the transaction was a key milestone. Finance Minister launches Fixed Tax Asaan Scheme to simplify return filing
On 20 August, Dawn reported that Finance Minister Muhammad Aurangzeb renewed his call for a simplified tax return form for salaried taxpayers during the launch of a mobile application for the Fixed Tax Asaan Scheme, designed to enable small traders and shopkeepers to register and file their returns digitally. The newly launched app contains a simplified form in Urdu and is available on the Google Play Store under the “Asaan Tajir” icon. A payment slip identification number (PSID) will be generated during registration, enabling traders to pay their tax through the app. He said there was “no logic” behind the lengthy, cumbersome process currently applied to one of the country’s most well-documented segments. He noted that around 70 per cent of salaried income was deposited directly into bank accounts after tax deductions, leaving little scope for additional income streams to justify such a complicated filing process. Finance ministry issues updated guidelines for appointment and evaluation of SOE directors
On 21 August, Dawn reported that the Ministry of Finance issued updated “Directors Appointment and Evaluation Guidelines” to all ministries, divisions and SOEs to ensure transparent and effective appointment, induction and evaluation of boards under the State-Owned Enterprises (Governance and Operations) Act 2023. The new framework will primarily apply to independent directors, while the government will continue to nominate public officials to ex officio positions on SOE boards. The SOEs Act, 2023, provides that BNCs will identify and recommend candidates to the federal government for appointment as independent directors. They will also recommend ex officio positions to be filled by relevant federal or provincial government divisions and public-sector organisations. The guidelines also strengthen conflict-of-interest requirements under the Companies Act, 2017, the SOEs Act, and the SOE Policy. Each SOE will be required to maintain a register of interests under a standard template provided by the finance ministry. Google announces USD 500,000 investment to promote digital safety
On 21 August, Dawn reported that Google announced a USD 500,000 investment to help Pakistani families navigate the internet safely, launching an initiative to equip hundreds of thousands of households with digital safety tools. The financial commitment augments Google’s long-term presence in Pakistan, following the inauguration of its local office in Karachi earlier this week. The funding, committed by Google.org, will support the “Digital Pasban” initiative, which aims to provide 200,000 households with Urdu-language safety toolkits, videos and parental workshops. The programme is designed to work with local partners to equip young people and adults with the tools needed to build healthy online habits and confidently navigate digital risks. Imran Khan undergoes medical examination before return to jail
On 20 August, Dawn reported that Information Minister Attaullah Tarar announced that PTI founder Imran Khan underwent a medical examination at Shifa International Hospital following Supreme Court directives, with a multidisciplinary team comprising ophthalmologists, cardiologists and physicians declaring him medically fit before his return to Adiala Jail on the morning of 21 August. The hospital visit transpired under extraordinary security protocols involving approximately 800 law enforcement personnel following a comprehensive security audit, with both Pitras Bokhari Road and Service Road South cordoned off in arrangements reminiscent of the Panama Gate proceedings against former premier Nawaz Sharif. Tarar noted that Imran's sister Uzma Khan remained present throughout the medical examination whilst the government emphasised compliance with the Supreme Court's interim order directing his hospitalisation within two days, thereby responding to petitions seeking his medical treatment and family access following documented health deterioration, including fluctuating blood pressure, palpitations, and psychological stress. Supreme Court rejects government's challenge to Imran hospitalisation order
On 20 August, Dawn reported that the Supreme Court registrar's office returned the federal government's review petition against its 18 August order directing Imran Khan's transfer to Shifa International Hospital, citing incomplete paper books as the technical cause for rejection. PTI Secretary General Salman Akram Raja characterised the development as the state's withdrawal of the review petition, demanding immediate compliance with the court's directive, whilst the government had argued the order was discriminatory and violated prison rules and constitutional principles of natural justice. Opposition parties agree to coordinate political strategy
On 20 August, Dawn reported that Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman reached an accord with National Assembly Opposition Leader Mehmood Khan Achakzai and Senate Opposition Leader Allama Raja Nasir Abbas to establish a coordinated opposition framework, discussing parliamentary strategy, inter-party cooperation mechanisms and constitutional protection through joint parliamentary engagement. The tripartite gathering in Parliament House's opposition chamber addressed governmental attitudes toward parliamentary opposition, with participants articulating concerns regarding the suppression of the opposition's voice and affirming that democracy necessitates audible opposition perspectives rather than subordination, whilst expressing serious concern over Imran Khan's health and demanding humanitarian-based medical facilities rather than politicised debate. Government signals willingness to pursue international medical options for Imran Khan
On 20 August, Dawn reported that Parliamentary Affairs Minister Dr Tariq Fazal Chaudhry intimated during heated Senate proceedings that Imran Khan could be transferred abroad for medical treatment if necessary, asserting that the government's Supreme Court approach sought merely clarification regarding whether relief extended exclusively to one individual or applied systemically to similarly situated prisoners. Chaudhry's statement transpired amid opposition demands for health facility relief encompassing detained political figures, including 76-year-old Dr Yasmin Rashid, an asthma and cancer patient confined to Kot Lakhpat jail with purported inadequate medical provisions, prompting Senate Opposition Leader Allama Raja Nasir Abbas to assert systemic institutional collapse and invoke humanitarian perspectives rather than partisan considerations. Punjab: More than 84,500 complaints logged against police
On 21 August, The Express Tribune reported that 84,500 complaints have been lodged against the Punjab Police during this year, according to sources, with around 94 per cent of those received by the Punjab Inspector General of Police's Complaint Cell reportedly resolved. The largest category, comprising approximately 39,000 complaints, concerned alleged failure to register cases, of which around 37,500 were resolved. Poor investigation was the second-largest category, with approximately 19,300 complaints, including allegations of failure to recover stolen property, delays in arrests, flawed investigations, and failure to arrest proclaimed offenders; around 17,600 were reportedly resolved. Around 14,700 complaints concerned alleged corruption and bribery, while approximately 6,400 related to police services, and 470 were filed against police officers and employees. According to sources, Chief Minister Maryam Nawaz has directed the Inspector General of Police to personally monitor officers' performance and ensure timely redressal of complaints. Balochistan: Five people killed in separate incidents across the province
On 20 August, Dawn reported that five people were killed in separate incidents in Khuzdar, Qila Abdullah, and Usta Muhammad areas of Balochistan. In Usta Muhammad, armed men reportedly shot dead a man and a woman, with police calling the incident an honour killing and identifying one of the dead as Muhammad Amin Jamali. In Khuzdar, armed men pulled Fareed Ahmed from a vehicle at Hub Bypass and shot him dead. In Qila Abdullah’s Maizai Adda area, a five-year-old boy, Riaz, was reportedly beaten to death by a shopkeeper after being accused of stealing a snack. Balochistan: Five terrorists killed in Panjgur IBO
On 20 August, Dawn reported that security forces killed five terrorists during an intelligence-based operation (IBO) in the Killi Suran area of Panjgur under “Operation Raddul Fitna 3”. According to security forces, intelligence indicated that the militants were planning an attack. During the operation, several other terrorists were reportedly wounded, and weapons, ammunition, and equipment were recovered. The forces added that the killed militants were involved in robbery, extortion, kidnapping for ransom, targeted killings, and attacks in Panjgur and surrounding areas. Interior Minister Mohsin Naqvi stated that “The successful operations of the security forces against enemies of peace in Balochistan are commendable,” and praised the forces for thwarting the “nefarious designs” of Fitna-al-Hindustan. Separately, the Pakistan Institute for Conflict and Security Studies reported that Balochistan recorded a fall in security in July, with overall deaths rising by 241 per cent from June. NA speaker urges cross-party consensus on water crisis, calls it a matter of national security
On 20 August, Dawn reported that National Assembly Speaker Ayaz Sadiq called for setting aside political differences to build a national consensus on water security, urging federal and provincial governments to prioritise water harvesting, small dams and sustainable recycling systems, and calling India's suspension of the Indus Waters Treaty a "clear violation of international law," at a parliamentary seminar on water governance. Planning Minister Ahsan Iqbal said Pakistan hasn't built a new reservoir in 50 years and flagged a sharp decline in development spending, with the PSDP falling from 2.6 per cent of GDP in 2018 to just 0.6 per cent in 2026, meaning its roughly PKR 1 trillion allocation is worth only about PKR 250-300 billion in real terms once inflation is factored in; task force convenor Shaista Pervaiz added that water security is as much about sustainable management as scarcity itself. Rawalpindi-Islamabad hit by season's heaviest monsoon rain, Leh Nullah swells to 22 feet
On 20 August, Dawn reported that Rawalpindi and Islamabad recorded the monsoon season's highest rainfall, with Leh Nullah's water level rising to 22 feet at New Kattarian Bridge and flooding low-lying areas, sending water two to three feet deep into homes, markets and Raja Bazaar's newly built pedestrian street; Rescue 1122 evacuated around 400 students trapped when an overflowing nullah flooded a madrassa near Chaklala Cantonment, and rescued nine people, including three children, from a flooded house in Gulrez Housing Scheme. Boundary walls and a cemetery wall collapsed in cantonment areas, rainfall topped 147mm in parts of Rawalpindi and over 100mm in Islamabad, and WASA managing director Azizullah Khan said the nullah didn't overflow and the situation stayed under control even as the Met Office warned of more rain, urban flooding and possible landslides in the hills through Thursday. Karachi: Sindh and Chinese telecom firm agree to build AI-ready data centre
On 21 August, Dawn reported that Sindh Chief Minister Murad Ali Shah and CMPak (Zong's parent company) Chairman Huo Junli agreed to jointly develop a Tier-III, AI-ready data centre in Karachi, with CMPak seeking provincial help converting its power tariff from commercial to industrial rates, boosting grid capacity, adding dual power feeds for redundancy and fast-tracking approvals; Shah assured full support, calling such projects key to Pakistan's "technological sovereignty" and Karachi's push to become a regional hub for cloud computing and AI. CMPak, a China Mobile subsidiary serving over 55 million subscribers and having invested more than USD 3 billion in Pakistan, said the centre would anchor secure local data hosting and AI infrastructure for businesses and government alike. Punjab: ECP signs off on government's plan to hold long-delayed local body polls this winter
On 20 August, Dawn reported that the Election Commission of Pakistan agreed in principle to Punjab's proposal to hold local government elections between 15 December 2026 and 15 January 2027, after Chief Election Commissioner Sikandar Sultan Raja noted the polls were a constitutional requirement under Article 140-A and legally overdue under the Elections Act; a Punjab cabinet committee led by Local Government Minister Zeeshan Rafiq said the window avoided clashing with children's exams and winter fog, while the chief secretary said the province wants to hold the vote in phases for better security, a plan the ECP has now asked Punjab to formalise quickly. KP: Cross-border shelling reported in Mohmand
On 20 August, Dawn reported that heavy cross-border shelling was reported in Shandara, in Baizai tehsil of Khyber Pakhtunkhwa’s Mohmand district, causing panic among residents along the Pakistan-Afghanistan border. Police said intermittent firing from heavy weapons was reported, though the cause of the exchange and any casualties or property damage remained unclear. Security authorities were monitoring the situation amid continued tensions following Pakistan’s launch of “Operation Ghazab lil-Haq” in February. Separately, a person was killed and his nephew injured when an explosive device detonated along a road in Bedmani, also in Baizai. Well-briefed sections of the media and well-connected cabinet ministers tell us that some form of administrative restructuring to create new provinces is inevitable, and that it may come sooner rather than later. We are told it is ‘the will of the people’ and that anyone who opposes it will be swept aside. One cannot help but wonder whether it is really the will of the people or that of the powers that be."

“The World Meteorological Organisation warns that extreme heat is becoming more frequent, more intense and longer-lasting as the planet warms. For Pakistan, this is all too familiar. This country has long lived on the front line of climate change despite contributing less than 1pc of global greenhouse-gas emissions. The catastrophic floods of 2022 caused more than $30bn in damage and economic losses, while recurring heatwaves, glacial melt, erratic monsoons and drought continue to punish people who did little to create the crisis. There should be no satisfaction in seeing richer societies suffer. But perhaps experiencing climate disruption at home will make governments understand the urgency felt in countries such as Pakistan."

It goes without saying that we, as a nation, are living beyond our means, and successive governments have only paid lip service to austerity. A Senate Subcommittee on Devolution has flagged two important aspects: first, around Rs6 trillion annually is being wasted on irrelevant ministries and state bodies; and second, the 18th Constitutional Amendment is not being implemented in letter and spirit. This is more than enough to kick-start a debate on the lacunae inherent in our system and how the financial bleeding can be stopped."
