Nepal: Districts still run security under a 1971 law despite provinces’ constitutional authority
On 05 August, The Kathmandu Post reported that nearly a decade into federalism, Chief District Officers (CDOs) continue to lead crisis response under the pre-federal administrative structure, leaving provinces’ constitutional responsibility for peace and security largely theoretical. The report cited recent communal tensions in the Sunsari and Morang districts of Koshi Province, where CDOs alone decided on curfews and police deployment under the Local Administration Act of 1971, despite the Constitution of Nepal placing provincial police and security under the provinces’ exclusive authority. Koshi’s former Internal Affairs Minister Kedar Karki said the CDO has become more powerful in practice than the provincial government. Koshi’s Minister for Internal Affairs and Law, Indramani Parajuli, said provinces remain limited to coordination roles, as provincial police have not been integrated into the federal structure, despite this being the core responsibility assigned to them. Analysts said the underlying problem lies not in the constitution, but in the federal government’s continued failure to enact the laws needed to operationalise provincial authority over peace and security, nearly a decade after the constitution’s promulgation.

Bangladesh: Election Commission announces presidential election for 20 August
On 06 August, Dhaka Tribune reported that Bangladesh’s Election Commission announced that the presidential election will be held on 20 August. EC Senior Secretary Akhtar Ahmed announced the schedule at a press conference at Nirbachan Bhaban in Dhaka. According to the schedule, nomination papers will be submitted on 13 August from 1000 hrs to 1600 hrs, scrutiny of nominations will take place on 16 August, and the last date for withdrawal of candidature is 18 August. Voting, if required, will be held from 1400 hrs to 1700 hrs in the session chamber of the National Parliament. Chief Election Commissioner AMM Nasir Uddin will serve as the returning officer. The Election Commission said voting will not take place if only one valid candidate is nominated. The election follows the resignation of Mohammed Shahabuddin on 24 July, after which Speaker Hafiz Uddin Ahmad assumed the role of acting president. Under the Constitution, the election must be held within 90 days of the vacancy.

Myanmar: Junta chief Min Aung Hlaing arrives in Bangkok on first official Thailand visit
On 06 August, The Irrawaddy reported that Myanmar’s junta leader Min Aung Hlaing arrived in Thailand for an official two-day visit at the invitation of Thailand’s Prime Minister Anutin Charnvirakul. This was his first state visit to Bangkok since the 2021 coup and only his second visit to an Association of Southeast Asian Nations (ASEAN) country as president, after Laos. Shortly before departing, Min Aung Hlaing allowed an International Committee of the Red Cross (ICRC) representative to meet detained democratic leader Daw Aung San Suu Kyi, the first such access since the coup. Thailand’s PM Anutin cited the development as evidence that Bangkok’s policy of “calibrated re-engagement” was yielding results. However, Irrawaddy analyst Maung Kavi warned that the visit risked granting the isolated regime significant diplomatic cover without securing meaningful concessions on the Five-Point Consensus (5PC) peace plan, which Min Aung Hlaing has repeatedly rejected.

Sri Lanka: SLFEA signs new partnership with Japanese firm to open more skilled jobs abroad
On 06 August, Daily Mirror reported that the Sri Lanka Foreign Employment Agency (SLFEA) has taken steps to expand employment opportunities in Japan for Sri Lankan professionals, through a new partnership with Japan-based METATECHNO INC. SLFEA, a government-owned recruitment agency, facilitates overseas job placements for Sri Lankans by connecting them with vetted foreign employers, while also handling visa processing, pre-departure training, and worker welfare support. The agency has been expanding its ties with Japanese institutions in recent months, including a MoU with the National Youth Services Council to supply skilled technicians to Japan, and a separate agreement with EUC Japan aimed at broadening ethical recruitment pathways. The latest partnership with METATECHNO INC is expected to further widen access to the Japanese labour market for Sri Lankan professionals, as the country continues to rely heavily on foreign employment and remittances to support its economy.

Afghanistan: Climate disasters drive unprecedented humanitarian needs
On 06 August, Afghanistan International reported that the International Organisation for Migration (IOM) has warned of the elevation of climate-related disasters in Afghanistan. Severe resource and capacity constraints are hindering relief agencies’ response efforts. Despite working alongside partners with available donor funding to reach the most severely impacted communities, the IOM emphasises that increased international support and enhanced response capacity are crucial to address the escalating crisis.

Afghanistan: Beijing warns of growing terrorist threat
On 06 August, Afghanistan International reported that at a UN Security Council meeting, China’s envoy, Sun Lei, warned that Afghanistan-based terrorist groups pose severe regional threats through expanding cross-border attack capabilities. Beijing has urged the Taliban administration to honour counterterrorism commitments and dismantle terrorist havens. The Envoy, Sun, highlighted how terrorists exploit emerging technologies like AI and drones, calling for stricter tech governance and global support for developing nations’ counterterrorism capacities. 
In addition to this, Beijing has also urged UN sanctions against groups like the Balochistan Liberation Army and advocated for economic aid to tackle terrorism’s root causes.
