What happened?
On 28 July, President Trump held separate "positive and productive" meetings with President Zelenskyy at the White House. The travel was primarily for the funeral of Senator Lindsey Graham, where Trump delivered a eulogy honouring the late senator's legacy. During their talks, Zelenskyy secured licenses for the domestic production of Patriot missiles and discussed joint drone manufacturing and reviving peace talks with Russia. Zelenskyy additionally met with Lockheed Martin executives and lobbied US senators for a sanctions package targeting Russia and Iran, which later advanced with an 86-12 vote. These diplomatic efforts occurred as reports emerged that USD 400 million in authorized Ukraine aid is being delayed by the Pentagon until 2029. Moreover, on 31 July, BBC reported that Trump expressed hesitation over allowing Ukraine to domestically manufacture Patriot air defense missiles, stating the US has not officially agreed to transfer the sensitive military technology.
What is the background?
1. Recent US-Ukraine relations
The US-Ukraine relations have shifted from a values-based alliance to a transactional, industry-focused framework. Institutionally, cooperation centers on the 2025 Mineral Agreement, collateralizing Ukrainian resources for assistance, and the PURL framework requiring European funding for US weapons, alongside joint air defense and drone initiatives.
At the leadership level, personal dynamics recovered from a turbulent 2025 Oval Office encounter where Donald Trump accused Volodymyr Zelenskyy of gambling with World War III. By mid-2026, the NATO summits stabilized the partnership, with Trump praising Zelenskyy for doing an “amazing job” and offering licenses for domestic Patriot missile production to foster Ukrainian industrial self-sufficiency.
2. Ukraine’s aim for air-defence independence and drone manufacturing
Zelenskyy identified his “number one priority” in Washington as securing anti-ballistic defence cooperation, centred on operationalizing Trump’s pledge to grant Ukraine licenses to domestically produce Patriot interceptor missiles. This would reduce Kyiv’s dependence on foreign shipments amid global interceptor shortages and intensifying Russian drone and missile strikes on Ukrainian cities. Simultaneously, Ukraine sought to formalize large-scale joint drone production with the US, building on its battle-tested drone ecosystem and plans for a US factory using Ukraine’s technology. For Washington, this cooperation offers access to proven Ukrainian designs, helps expand the US defence industrial base, and strengthens deterrence by enabling Ukraine to sustain its defence with its own weapons.
3. The Convergence of the War in Ukraine and the US–Iran War
By late July 2026, the US war against Iran and Russia’s full-scale invasion of Ukraine had reached “critical junctures” and were clearly converging. Russia’s war effort relies heavily on Iranian-made Shahed drones and short-range ballistic missiles, creating a direct link between Tehran’s capabilities and Moscow’s strike capacity against Ukraine. This interconnection was highlighted when Ukraine struck an Iranian cargo ship in the Caspian Sea, alleging it carried drone and missile components for Russia; Iran threatened retaliation, and Russia called it a civilian vessel. At the same time, Trump had paused airstrikes on Iran to “give diplomacy another chance,” giving Kyiv a narrow window to lobby for tougher sanctions and security measures before any potential de-escalation.
4. Leveraging Political Support for Sanctions and Defence Assistance
Zelenskyy travelled to Washington specifically to attend the funeral of US Senator Lindsey Graham, whom he called a “great friend of Ukraine” and whose final legislative act helped secure sanctions on countries buying Russian oil and gas. The visit doubled as a lobbying push with Zelenskyy meeting dozens of senators to advance the “Lindsey O. Graham Sanctioning Russia and Iran Act of 2026.” It further coincided with reports that the Pentagon did not plan to finish spending USD 400 million in authorized aid until 2029, even as Ukraine warned it was running “critically low” on weapons.
What does it mean?
First, the US–Ukraine partnership is expanding into defence industrial cooperation. Rather than relying primarily on US military assistance, Ukraine is seeking long-term self-sufficiency through licensed domestic production of Patriot interceptor missiles and joint drone manufacturing with US firms. For Washington, this also strengthens the US defence industrial base by incorporating Ukraine's battlefield-tested technologies while ensuring Kyiv can sustain its defence capabilities over the long term.
Second, the war in Ukraine is becoming increasingly intertwined with the broader US-Iran war. Russia's dependence on Iranian drones and missile technology has linked the two theatres of conflict, prompting Ukraine to lobby for coordinated sanctions against both Moscow and Tehran. This reflects a broader US strategy of treating Russia and Iran as interconnected security challenges rather than separate geopolitical issues.
Third, political support for Ukraine in Washington remains strong, but implementation challenges persist. Zelenskyy's successful engagement with President Trump, US lawmakers, and defence industry leaders helped secure momentum for sanctions legislation and defence cooperation. However, reports of delays in disbursing already-authorized US military aid highlight the gap between political commitments and timely military support, reinforcing Ukraine's push to build its own defence manufacturing capacity.
